This tutorial was made in PSP 8.1 but I am sure could be done in any version.
You will need 5 tubes, (please note all layers are closed on the tubes) & a brush all of which are supplied in the zip file. You can get my zipped file Here
3 Tubes are from Suzi Sgai 1 Tube from PSP Jet & 1 Tube from Monique.
You will also need the Filter Bordermania & the mask 20/20.
Bring up the tubes and the brush in PSP. Go to Layers, View, All on all of the tubes. For the brush go to file, export, custom brush, give it a name and hit ok.

Take this arrow with you to keep your place in this tutorial.

( 1 ) Open a new 700x500 transparent Image. Have your foreground color on #CED6EF and your background on #7A82A0. In your foreground make a foreground, background gradient with these settings, Style Linear, Angle 90, repeats 1 and invert unchecked.

( 2 ) New Layer. Flood fill this layer with your gradient. Adjust Blur, Gaussian Blur set on 25.

( 3 ) New Layer. Change your background color to #3E476B and flood fill your canvas with the gradient, same settings. Effects, Bodermania, frame 2 with the top 2 settings on 6. Selections, select all, selections modify by 10 and then hit your delete key. Keep this layer on top always.

( 3 ) Go to the tube SS_10 and resize it by 85%. Copy and paste as a new layer onto your image. Move it to the bottom right.

( 4 ) Go to the tube monique42_981. Copy and paste as a new layer onto your image. Move it to the bottom left. Take your eraser tool set to, size 90, hardness 0, opacity 50 and tap away the hard line at the top of this tube.

( 5 ) Go to the tube SS_1849 and resize it by 85%. Copy and paste as a new layer onto your image. Place it to the top right.

( 6 ) Go to the tube jet-man-tomcruise-mei2007 and resize it by 45% and then 65%. Layers, load/save mask, load mask from disc and apply the 20/20 mask with these settings, source luminance, fit to canvas & hide all mask. Layers merge, merge group. Copy and paste as a new layer onto your image and place him to the top right. (see my image) Lower the opacity of this layer to 85. Go to the boat image layer and with your eraser same setting as before and erase what is over his face.

( 7 ) Go to the tube SS_1331_Misted and resize it by 45% and then apply the 20/20 mask same as before. Copy and paste as a new layer onto your image and place to the top left (see my image) Once again with your eraser same settings erase what you don't want there. I erased the gold leaves she has in her hands. Lower the opacity of this layer to 85.

( 8 ) New layer. With your foreground on #3E476B go to your brush tool and find the brush you saved at the beginning of this tutorial. Click on your image about 3 times or how dark you want it.

( 9 ) Effects 3D effects drop shadow with these settings, H&V 1, Opacity 50, blur 5 and color black. (optional) Resize this layer by 85% all layers unchecked. I did on mine.

( 10 ) Layers merge, merge visible. Place your name on it if you wish and you are finished.
