This tutorial was made in PSP X2 but I am sure could be done in any version. You will need 5 tubes & a brush which are supplied in the zip file. You can get my zipped file Here
The words I have used are by Darlene McFarlane
Please Note: All Layers Are Turned Off On Tubes.
Bring up the brush in PSP and go to file, export, custom brush, give it a name and click OK. Bring the tubes up in PSP.
Take this arrow with you to keep your place in this tutorial.

( 1 ) Open a new 700 x 500 transparent Image.

( 2 ) Flood fill with black.

( 3 ) Copy the tube fairy-gamesbg and paste as a new layer onto your image.

( 4 ) Click on your background layer. (the black layer) Go to your Preset Shape tool with these settings, create as vector and anti-alias checked. Find a moon. ( I used moon1 ) Place your background on a silver pattern and draw out the moon ( see my image) Convert to a raster layer. We will place it soon.

( 5 ) Click back on your top layer. Copy and paste the tube fairy-games and paste as a new layer onto your image. Move her to the bottom and slightly to the left (see my image) Lower the opacity to 75.

( 6 ) Now click back on your moon layer and with your Pic (deformation tool) move it above the fairy light (see my image)

( 7 ) Copy the tube fairy-games-fairy2 and paste as a new layer onto your image. Place her to the very bottom and slightly to the right (see my image) You can move her later also. Lower the opacity of this layer to 90.

( 8 ) Copy the tube fairy-games-fairy and paste as a new layer onto your image. Duplicate this layer 4 times and place them where you want. I resized the last one by 75%.

( 9 ) Go to your brush tool and find the brush you save at the beginning of this tutorial, size 233. Put your foreground on #6fb0b4 and stamp the brush in the bottom left corner. Lower the opacity of this layer to 60.

( 10 ) Go to your Preset Shape tool again and find a star. Same settings as before except have your background on the color #d6e6c9, foreground nul. Draw out some stars, not too large and place them where you want (see my image) Convert to a raster layer and lower the opacity to 50.

( 11 ) Copy the tube fairy-games-words and paste as a new layer onto your image. Place it to the very right.

( 12 ) Now you can place the fairy tube at the bottom where you want her beside the words (see my image) Make sure everything is in its place and merge visible.

( 13 ) Selections, select all, selections modify contract by 1, slections invert and flood fill with the color #2e5c5e. Selections, select none.

(14 ) Place your name on your image if you wish, save as a jpg and you are finished.
