This tutorial was made in PSP 8.1 but I am sure could be done in any version. For this tutorial you will need this zipped file which you can get Here. Of course if you wish to use your own tubes, I used 3 tubes and a text brush or write your own text. Place the text brush in your brushes folder. You will also need Filters Unlimited for the frame but if you don't have it then make your own frame. Open the tubes in PSP. Take this arrow with you to keep your place in this tutorial.
1/ Open a new 604x450 transparent Image. Have your Foreground color on #8EB9B0, Background on #183635. In your foreground make a linear gradient, angle 0 repeats 0. Flood fill your Image with this gradient. Effects, Artisitic Effects, Topography, width 4, Density 100, Angle 45 & Color White. 2/ Copy and paste the tube of the beach as a new layer. Place it to the left. Take your deform tool and pull it down to the bottom of your graphic, also pull it up a little. 3/ Copy and paste the tube of the lady as a new layer. Place her to the far right. Put the blend mode of this layer on Luminance Legacy. 4/ Resize the tube of the seagul by 25% and copy and paste as a new layer. Put it where you want. Place the blend mode on Luminance Lagacy and lower the opacity of this layer to 66. 5/ New Layer. Take your brush and look for the brush you saved at the beginning of this tutorial or use one of your own or of course you can type your own message. Have your foreground on a gold pattern, and stamp or type your message toward the bottom or wherever you want to place it. Effects 3D effects, Drop Shadow with these settings, V 1, H 1, Opacity 100, Blur 0 and color Black. Merge all layers. 6/ Effects Image Effects Filters Unlimited, Buttons and Frames and use the 3D Glass Frame 1 with these settings, Frame Size 20, Contrast 128. Save as a JPG and you are finished.
