This tutorial was made in PSP 8.1 but can be done in any version.
For this tutorial all you need is in the zip file which you can get Here
PLEASE NOTE, ALL LAYERS IN THE TUBE FILES ARE TURNED OFF.
Mask is from Git. Place it in your masks folder. You will also need the filter, Filters Unlimited
Bring up the tubes in PSP and go to Layers view, view all.
Take this arrow with you to keep your place in this tutorial.

( 1 ) Open a new 700 x 500 transparent Image. Place you foreground on #000000 and your background on #926869.
( 2 ) New layer. Flood fill with black.
( 3 ) New Layer, selections, select all, copy the Tube: sax_laceframe and paste it into the selection.
( 4 ) In your layer pallet, lock the transparency of this layer, take your flood fill tool and right click onto the edge of the canvas. Unlock the layer and place the opacity on 50.
( 5 ) Layers merge, merge visible.
( 6) Effects, (I.C.Net Software)Filters Unlimited, Paper Textures, Canvas Fine at default settings.
( 7 ) New Layer, Flood Fill with your background color.
( 8 ) Layers Load/Save Mask, Load Mask From Disc and find the mask gitmask_floral_02, apply with these settings. Source Luminance, Fit To Canvas Ticked, Invert Transparency Ticked and Hide All Mask Ticked.
( 9 ) Layers merge, merge group.
( 10 ) With your mover tool, center the mask more (see my image) also take your deform tool and pull it down toward the bottom.
( 11 ) Effects, 3D Effects Drop Shadow with these settings, V & H 0, Opacity 100, Blur 5 and color black.
( 12) Take your selection tool and make a selection around the frame inside the mask. Selections promote selection to layer and repeat the Filters Unlimted Canvas Fine, same settings. Layers merge, merge down. Keep the selection.
( 13 ) New Layer, copy the tube Majestic Mountain_Mists by Kathy_Kms and paste into the selection. Place the blend mode on Luminance Legacy and the opacity to 70. Selections, select none.
( 14 ) Take your pen tool set to Point To Point, line style solid, Vector checked, Width 6 and draw a line across the bottom of the frame. Convert to raster layer. Hide your background layer by clicking on the eye, click on one of the other layers and merge visible. Make your background layer visible again. Click on your merged layer.
( 15 ) Copy the tube, Man and paste as a new layer onto your image. Image resize and resize by 75%, all layers unchecked. Place him to the left bottom ( see my image )
( 16 ) Layers Duplicate. Go to the original layer and in your layer pallet lock the transparency, with your flood fill tool right click into this layer. Unlock the transparency.
( 17 ) Highlight your top layer and lower the transparency to 78, layers merge merge down.
( 18 ) Copy the tube, tube-femme_colombe and paste as a new layer onto your image. Image resize and resize by 80%, all layers unchecked. Place her to the right ( see my image ) Lower the opacity of this layer to 90.
( 19 ) Click on your merged layer and with your eraser set to size 45, hardness 0, and opacity 50 click down the side to remove the line from the face of the lady.
( 20 ) Back to the top layer, copy the tube text and paste as a new layer onto your image. Image resize and resize by 45%, all layers unchecked. Place it toward the top of the mask frame ( see my image )
( 21 ) Layers merge, merge visible. Image add borders, 2 symmetric checked in your background color. Resize if you wish, add your name and you are finished.
